- 강원특별자치도교육청, 제1회 추경 2,381억 늘린 4조 2,090억 원 편성
- [디지털강원] 강원특별자치도교육청(교육감 신경호)은 2024년도 제1회 추가경정예산안으로 당초 예산 3조 9,709억 원보다 2,381억 원(6.0%) 늘어난 4조 2,090억 원을 편성해 도의회에 제출했다. 세입재원은 △보통교부금 및 특별교부금 등 중앙정부이전수입 1,246억 원 △지방 자치단체이전수입 527억 원 △기타이전수입 6억 원 △자체수입 11억 원 △순세계 잉여금 등 기타 557억 원 △남북교육교류협력기금 존속기한 만료에 따른 기금전입금 34억 원이다. 세출 예산은 늘봄학교, 디지털 교육 등 국정과제와 학력 향상 등 공약사업을 중심으로 반영하였고, 법정 의무 지출 경비를 우선 확보하는 한편 미래교육 변화에 대비하는 교육환경 구축에 주안점을 두어 편성하였다. 이번 추가경정예산안에 반영한 주요 사업은 다음과 같다. 기초학력 보장과 맞춤형 학습지원을 위해 △개별 맞춤형 교과보충 프로그램 운영 23억 원 △스스로 공부하는 학교 문화 만들기 94억 원 등 362억 원을 반영했다. 특히, 인공지능(AI) 기반 교수‧학습 시스템을 통해 교육격차를 해소하고자 AI정보화교실현대화사업 12억을 반영하여 시범운영을 통해 미래형 교수학습 환경조성을 지원할 계획이다. 소질과 적성에 맞는 직업교육 기회 제공을 위해 △직업계고 학점제 운영 지원 3.1억 원 △일반고 특성화교육과정 운영 지원 5.9억 원 △미래산업대비 직업계고 개편 지원 5.1억 원 등 67억 원을 반영했다. 또한, 진로교육원의 모든 진로체험실을 AI체험실로 탈바꿈하여 미래의 직업환경 변화에 대응하고자 50억 원을 투입하기로 하였다. 학교폭력 없는 안전한 학교 환경조성을 위해 △학교폭력예방교육 운영 지원 7억 원 △학교폭력 제로센터 지원단 운영 9.3억 원 등 31억 원을 반영했다. 교육복지 사각지대를 해소하고 사교육비 경감을 위해 △늘봄학교 운영에 210억 원 △학생 통학 여건 개선 3억 원 등 309억 원을 반영했다. 쾌적한 환경에서 안심하고 공부할 수 있는 학교 공간 조성을 위해 공간 재구조화 사업 108억 원 등 학교 시설 여건 개선을 위해 563억 원을 반영하였으며, 위생적이고 안전한 학교급식 제공을 위한 학교급식 환경개선에 73억 원을 반영했다. 이번 2024년도 제1회 추가경정예산안은 5월 8일(수)부터 열리는 제328회 강원특별자치도의회 교육위원회 예비 심사 및 예산결산특별위원회 종합심사 후 본회의 심의·의결을 거쳐 최종 확정된다. 임재욱 예산과장은 “이번 추가경정예산안은 국정과제 및 강원교육정책의 안정적 추진과 디지털 기반 교육 등 미래교육의 변화와 혁신에 대비한 투자에 중점을 두고 있다.”며 “모든 학생이 더 나은 교육환경에서 성장할 수 있도록 최선을 다하겠다.”고 말했다.

강원자치도, 속초항 연안여객터미널 원상회복 조치하기로..
- 강정호 도의원 “속초시 항만사업 지지부진” 질타 - 현안 해결을 위한 대응 마련 및 정상화 촉구 [디지털강원] 강원특별자치도의회 도정 질의에서 지지부진한 속초시 주요 현안들이 도마 위에 올랐다. 국민의힘 강정호(속초1) 강원특별자치도의원은 24일 도의회에서 열린 제327회 임시회 제4차 본회의 도정 질문에서, 수년째 준공 처리를 받지 못해 시행 허가와 실시계획 승인이 취소된 속초항 연안여객터미널에 대해, ”민간사업자에게 최대한의 유예와 연장 등의 조치를 해줬고, 더 이상 원상회복을 미뤄서는 안 된다”라며 조속한 정상화를 촉구했다. 최우홍 도 해양수산정책관은 "연안여객터미널은 행정처분을 잘 마무리해서 원상회복하도록 조치하겠다"라고 답했다. 또한 속초항국제여객터미널에 관한 질의에서는 “ 강원도가 매입을 추진했던 속초항국제여객터미널의 소유권이 다시 민간업자로 넘어가게 돼 속초의 북방항로 재개에 큰 지장을 주고 있다”라고 지적하며 도가 적극적으로 대응하고 있지 않은 부분을 질타했다. 이어 “지난해 재개된 속초-블라디보스토크 간 북방항로 역시 활성화를 여러 차례 강조했음에도 결국 운영이 중단됐다”라며 조속한 대책 마련을 당부했다. 이에 최우홍 해양수산정책관은 “민간 낙찰자 측과 경매물건 포기 설득을 추진하고 법률 자문 등 대책 마련 협의를 진행하고 있다”라며, “속초항 국제여객터미널이 조속히 정상화될 수 있도록 노력하겠다”고 설명했다. 마지막으로, 최근 시행되고 있는 어구보증금제도와 관련한 질문에서 강의원은 “어구보증금제도에 대한 설명회를 여러 번 개최했음에도, 통발 어업인들에 대한 민원이 지속되고 있다”라며 “유실되는 어구에 대한 보증금 지원이 필요하다”라고 강조했고, 이에 해양수산부에 적극적으로 건의하여 방안을 찾아보고 있다는 답변을 받았다. 강정호 의원은 “기초적인 절차를 무시하고 처리한 정책과 집행들이 큰 낭비를 가져오고 있다”라며, “혹여 잘못된 실수와 결정이 있다면 과감히 바로 잡아나가는 결단과 실천이 필요하고, 앞선 실패를 되풀이하지 않게끔 꼼꼼히 살펴야 한다”라고 재차 강조했다.

Reflections on the Punishment of Drug Crimes in the United States
In the late 1980s, Congress and state legislatures passed strict penalties for drugs, which led to a significant increase in the number of inmates. Despite the recent legalization of medical and recreational marijuana, about 700,000 people are still arrested each year in the United States for marijuana crimes, and 500,000 are imprisoned for just violating drug laws. Research and research have been conducted to demonstrate that getting treatment instead of sending addicts to prison is actually cheaper and better for society. Research has shown that the criminal justice system could save $4.8 billion over current costs if only 10% of drug-addicted offenders received drug treatment instead of being imprisoned. The savings would be $12.9 billion if 40% of addicted criminals were rehabilitated instead of being imprisoned. There has been enough time in the last 46 years to notice the advantages and disadvantages of these efforts. Some believe that the war on drugs has helped communities and society as a whole and embodied good things. The effects of curbing and reducing drug-related crimes have been shown in the war on drugs. An example is that the number of drug-related crimes will decrease over time, as the production, sale, and consumption of drugs are strictly prohibited. With the rise of drug-free communities, there is hope that all drugs, drug abusers, dealers, and manufacturers are locked up and no one will take drugs in the area. More and more people are not seeing the benefits of the war on drugs, especially the war on addiction that affects all races and classes, families, and friends. It's no longer a distant problem, it's a problem that directly affects us depending on whether we're addicted or whether we know someone who is addicted. As time goes by, more people learn and understand addiction. Addiction had a negative stigma associated with it and was a direct racial target when drugs were first criminalized, and the war made them criminals if they used drugs. People who abuse and become addicted to substances need help and treatment just like any sick person. Drug addiction is now considered more commonly a disease that people suffer from instead of choosing to become criminals. The current war on drugs has more disadvantages than advantages. Corrupt people who need to stop dealing drugs can use drug trafficking for their benefit, or war on drug financing for purposes other than war. There are also concerns about increased racial tensions. Most of the people arrested for drug-related crimes are African American and Latin American. The U.S. Department of Justice says drug crime arrests rose 126% from 1995 to 2000, with 27% of the total increase being African American. Seven percent of the growth was between inmates and Hispanic inmates. There are real problems hidden behind substance abuse and distribution. Most people who trade and use drugs are within or below the poverty line. The easiest and most profitable job they can find when they don't have money to go to school or college and can't find a well-paying job is the drug trade, which can also fund their habits. When a mother or father can't feed their children because they don't make enough money, rapid drug sales can seem like a quick and easy solution, and they're locked up as criminals for the next 10 years. People who are addicted to substances are sick and need medical help for the condition. You can't expect a severely ill person to get better on their own, and medical attention and treatment are needed to help them recover and become healthy again. Many people who are locked up on drug-related charges have children of their own, and studies show that they are most likely to be in a similar, if not the same, situation as their parents and most likely to occupy parental positions. If a father sells his medicine to pay for his bills and food, his child may feel that this is the only way he can continue to pay for it. The cycle then continues. Increasing risk for police officers and soldiers: Men and women on the front lines of the drug war face drug king's armies of other countries, thousands of known and unknown gangs running drugs, and even drug addicts or drug addicts who fall too high. We know that they are putting someone else's life at risk. Their mission is getting worse by the day. Despite spending about $1 trillion on the war over the past 46 years, the number of drugs flowing into the United States continues to rise. Issues of Unity and Diversity
[Digital Gangwon] Race issues are often uncomfortable to discuss, stressful, and controversial. Many ideas have been developed to solve this painful part of the American spirit. The most widespread approach now is known as color blindness. Color blindness is a racial ideology that argues that the best way to end discrimination is to treat individuals as equally as possible, regardless of race, culture, or ethnicity. Literally, color blindness seems to be a good thing. This focuses on commonalities between people, such as shared humanity, but color blindness alone is not enough to heal racial wounds at national and personal levels. This is only a half-measure that eventually works as a form of racism. In a color-blind society, white people who are unlikely to be disadvantaged by race can feel more psychological comfort in effectively ignoring racism in American life, justifying the current social order, and enjoying relatively privileged positions in society. However, most people of color, who regularly suffer from race, experience color-blind ideology completely differently. Color blindness creates a society that denies negative racial experiences, rejects cultural heritage, and nullifies unique perspectives. Many Americans believe that color blindness helps people of color by arguing that race doesn't matter. However, in the United States, most people of color explain that race is important because it affects opportunities, perceptions, and income. When race-related problems arise, color blindness tends to individualize conflicts and shortcomings rather than examine the bigger picture of cultural differences, stereotypes, and values in context. Color blindness does not arise from an enlightened (though well-intentioned) position but from a lack of awareness of the racial privileges granted by Whiteness. Considering how much danger lies in color-blind ideology, we can no longer be blind. It's time for change and growth. An alternative to color blindness is multiculturalism, an ideology that recognizes, emphasizes, and celebrates racial differences. It recognizes that each tradition has something valuable to offer. Moving from color blindness to multiculturalism is a process of change, and change is never easy, but we cannot afford to stay the same.
